1 General principles.
The update of the Strategy for Development of the Silesian Voivodeship for 2000-2020 is aimed at adapting the provisions of the currently binding document to changes in regulations resulting from the Act on Voivodeship Self-Government in connection with the adoption of the Act on the Principles of Development Policy, changing conditions for conducting development policy in the Silesian Voivodeship, and verifying their compliance with the provisions of the main strategic documents of the country determining the scope and framework of regional policy.
The update of the Strategy for Development of the Silesian Voivodeship for 2000-2020 will be implemented in compliance with the adopted Strategy for National Development 2007-2015, the National Strategic Reference Framework 2007-2013 supporting economic growth and employment (National Cohesion Strategy), with the provisions of sectoral strategies, the preliminary draft of the Concept of Spatial Management of the Country 2008-2033, the Plan of
Spatial Planning of the Silesian Voivodeship, strategic documents adopted by the Sejmik of the Silesian Voivodeship developed in 2005-2007, as well as program documents initiated by the European Council, such as the renewed Lisbon Strategy, Goeteborg Strategy.In the process of updating the Development Strategy, it is necessary to maintain the existing compatibility of the Regional Operational Program of the Silesian Voivodeship for 2007-2013 with the provisions of the Development Strategy of the Silesian Voivodeship.
The process of updating the Development Strategy will be carried out, as before, based on the principle of partnership, i.e., the changes introduced will be subject to broad social consultations with representatives of local government, economic, scientific, professional, non-governmental organizations, etc.
The updated Development Strategy of the Silesian Voivodeship will continue to have a long-term and mountainzontal character, which will cause a synergy effect of activities by breaking down sectoral divisions. However, as part of the updating process, the planning period until 2015 will be separated (which will fulfill the statutory recommendation in accordance with Article 11, paragraph 1b. Law on Provincial Self-Government).
2 The tasks of the bodies of the Local Government of the Silesian Voivodeship in the work on updating the Development Strategy of the Silesian Voivodeship for 2000-2020.
The Sejmik of the Silesian Voivodeship:
- adopts the procedure and schedule for updating the Development Strategy of the Silesian Voivodeship for 2000-2020,
- gives its opinion through its Commissions, in particular the Commission for Development and Spatial Planning
- Spatial Planning, the submitted draft of the updated Development Strategy of the Silesian Voivodeship
- Silesian Voivodeship.
- Adopts the updated version of the Development Strategy of the Silesian Voivodeship.
The Board of the Silesian Voivodeship:
- develops a preliminary version of the updated Development Strategy of the Silesian Voivodeship,
- informs the Sejmik of the Silesian Voivodeship about the progress v work on updating the Strategy,
- presents the preliminary version of the updated Strategy for Development of the Silesian Voivodeship to the Commission for Development and Spatial Planning, prepares a draft of the updated Strategy for Development of the Silesian Voivodeship, consults the developed draft of the Strategy with partners specified in Art.
12 of the Act on Self-Government of the Voivodeship and in Articles 6 and 7 of the Act on Principles of Development Policy,prepares an environmental impact assessment of the updated draft Strategy, submits the draft of the updated Development Strategy of the Silesian Voivodeship to the Sejmik of the Silesian Voivodeship for approval.
3 Tasks of the Teams appointed to work on the update of the Development Strategy of the Silesian Voivodeship for 2000-2020.
The Board of the Voivodeship will appoint a Steering Committee for updating the Development Strategy of the Silesian Voivodeship for 2000-2020, whose task will be:
outlining the main directions of work a the Strategy update,
oponize the preliminary version a of the draft Strategy of Voivodeship Development,
overseeing the implementation of the adopted work schedule.
The Board of the Voivodeship will appoint a Moderator of the process of updating the Development Strategy of the Silesian Voivodeship for 2000-2020, who, among other things:
- conducts methodological consultations on the process of updating the Development Strategy
- Silesian Voivodeship for 2000-2020,
- conducts workshops as part of the updating process,
- participates in social consultations of the draft Development Strategy document,
- gives its opinion on the provisions of the Strategy.
In addition, the Board of the Voivodeship, appointed by the Board of the Voivodeship, will participate in the work:
Team for Implementation a Monitoring of the Development Strategy of the Silesian Voivodeship for 2000-2020, which, among other things:
- provides the Editorial and Synthesis Team with data, information and materials necessary for the development of the updated Strategy for Development of the Silesian Voivodeship,
- presents to the Editorial and Synthesis Team program documents of regional importance,
- develops the vision and objectives of the updated Development Strategy of the Silesian Voivodeship,
- verifies the implementation and monitoring system and categories of indicators of the Development Strategy of the Silesian Voivodeship for 2000-2020,
presents the opinion of the tečka. draft of the of the updated Development Strategy of the Silesian Voivodeship.
The Team of Editors a Synthesis for updating the Development Strategy of the Silesian Voivodeship for 2000-2020, which, among other things:
collects data and information necessary for the development of the updated Development Strategy of the Silesian Voivodeship,
analyzes statistical data and verifies documents and materials provided by the Implementation and Monitoring Team in terms of consistency and relevance to the development of the region,
verifies the Development Strategy of the Silesian Voivodeship for 2000 – 2020 against the background of national, European and regional strategic documents,
verifies the vision, objectives and priorities of the Development Strategy of the Silesian Voivodeship
Silesian Voivodeship Development Strategy for 2000 – 2020,
verifies implementation a monitoring systems and categories of indicators in terms of
terms of compliance with strategic program documents at the national level,
edits the preliminary version and draft of the updated Development Strategy of the Silesian Voivodeship.
4 The mode and principles of cooperation in the update process.
In accordance with uměníní. 12 of the Law on the Self-Government of the Voivodeship in the formulation of the Voivodeship Development Strategy and implementation of the policy of its development, the Voivodeship Government cooperates in particular with:
- units of local self-government in the voivodeship area and with economic and professional self-government,
- government administration, especially with the voivode,
- other provinces,
- non-governmental organizations,
- universities and scientific and research units.
The planned cooperation will be carried out through the organization of workshops, working meetings, conferences conducted as part of public consultations, posting information and drafts of the updated Strategy on the website of the Marseilles Office.In addition, consultations will be held with the entities listed in Articles 6 and 7 of the Act on the principles of development policies.
