General aim of the Project
The development and introduction of „Adapted Management Systems“ (AMS) which are tailormade for the specific situation of Micro and Small Enterprises (MSE) the competitiveness of these enterprises with less than 50 employees will be improved. Above all the project will support MSE with limited access to new technologies and methods of a good management by forming clusters of competence centres interacting beyond regional boundaries. Currently available Integrated Management Systems are of limited practicability for SME due to inappropriate structure and transparency and impractical certification procedures. For MSE and local administrative units with limited financial resources and personal capacities the existing Integrated Management Systems are too extensive and costly. They need a flexible system made-to-measure to their specific demands and characteristics. . Adapted Management Systems fitting into the specific situation of MSE will unite the essential elements of already familiar partial management systems (environmental, risk, quality, occupational, health and safety management) with the instruments of controlling. Such AMS will contain all these management elements however downsized to the practical and sector-specific requirements of MSE . This innovative type of Management Systems will provide the basis for a sector-specific certification of even very small MSE and remove a major handicap for competitiveness of these companies. As one core output of the project a network of transnationally operating competence centres will be established in the partner regions which will support MSE introducing and keeping up-to-date AMS and will assist the certification procedures. Furthermore the network will conduct transnational exchange of information and know-how transfer with regard to technical and legal developments in the fields relevant to AMS.

Following „Core Outputs“ will be achieved: 1. Establishment of competence centres in at least five Member States in Central Europe space (pilot projects) 2. Formation of a network of these competence centres for transnational cooperation in transfer of know-how in business management and of state-of-the-art of sector specific technological development as a requirement for updating of AMS and of certification procedures 3. Development and practical testing of at least 10 sector-specific -AMS 4. Indicator-based sector-specific certification systems for MSE (< 50 employees) and performance of pilot certifications 5. Mutual recognition of certification (certification process) on transnational level and in a further stage also on EU level

The project will provide further transnational activities in support of MSE: • Intensive exchange of information and knowledge transfer between competence centres • Support of MSE with preparation of applications for funding of investments such as IT introduction and access on basis of introduction of AMS and of the business data in the course of a certification process • Support of MSE with application for funding of investments on basis of business indicators obtained with assistance of AMS • AMS will serve as a guidance for controlling and support of current business activities.
